VA Loan Requirements & Eligibility
The VA home loan benefit is earned through service. Qualifying for one comes down to two things: showing that you're eligible for the benefit, and meeting the lender's standards for the loan itself.
Who can be eligible
- Veterans who meet the VA's minimum service requirements and were discharged under conditions other than dishonorable
- Active-duty service members who have served the required amount of time
- National Guard and Reserve members with qualifying service or activation
- Certain surviving spouses, for example the spouse of a service member who died in the line of duty or from a service-connected disability
The service requirements depend on when and how you served. If you're not sure where you stand, we can help you find out.
Your Certificate of Eligibility (COE)
The COE is the document that confirms your VA benefit to the lender. In most cases we can request it for you electronically. You can also request it yourself through va.gov.
Reviewing your finances
The VA guarantees the loan, but a lender like Fidelity Funding makes it. Before approval, a loan officer reviews your finances with you to make sure the new payment fits comfortably in your budget. Every situation is different, so we go over the details one-on-one instead of publishing a checklist.
Home and occupancy requirements
- Primary residence: you'll need to live in the home, not use it as a vacation home or investment property.
- VA appraisal: a VA-assigned appraiser confirms the home's value and checks that it meets the VA's minimum property requirements for safety, soundness and sanitation.
VA Loan Benefits
A VA loan lets you buy with no down payment and competitive rates. It's one of the strongest home financing options available, and it's yours because you served.
- No down payment. Eligible borrowers can buy a home without saving for a down payment, so you can buy sooner and keep your savings in reserve.
- Competitive rates. Because the VA guarantees part of the loan, lenders can offer rates that compare favorably with other loan types.
- No prepayment penalty. Pay extra or pay the loan off early whenever you like, with no penalty.
- A benefit you can use again. Your VA benefit doesn't run out after one home. You can use it again later, and in some cases you can have more than one VA loan at the same time.
- Funding fee exemptions. Many veterans, including most who receive VA disability compensation, don't pay the VA funding fee at all.
VA Loan Costs & Fees
Like any mortgage, a VA loan comes with some costs. The main one that's specific to VA loans is the VA funding fee.
The VA funding fee
- What it is: a one-time fee paid to the VA that keeps the home loan program going for future veterans and service members.
- What it depends on: the type of loan, your down payment, and whether you've used your VA benefit before.
- Who may be exempt: some borrowers don't pay it at all. That includes many veterans receiving VA compensation for a service-connected disability, certain surviving spouses, and some service members who have received the Purple Heart.
- How it's paid: it can often be rolled into the loan, so you don't have to pay it up front. You can also pay it at closing.
Your costs, explained up front
Costs vary from one loan, property and location to the next. Your Fidelity loan officer will walk you through the costs that apply to you before you commit to anything, and you'll receive written disclosures that spell them out.

VA Purchase Loan
The most common way to use the benefit. A VA purchase loan helps you buy a home to live in. That can be a single-family house, a VA-approved condominium, or a multi-unit property where you live in one of the units.
VA Streamline Refinance (IRRRL)
Already have a VA loan? An Interest Rate Reduction Refinance Loan replaces it with a new VA loan, usually to lower your rate or to move from an adjustable rate to a fixed one. It's designed to be simpler than a standard refinance, often with less paperwork. The refinance has to leave you better off, and you'll need to confirm that you live in the home now or did in the past.
VA Cash-Out Refinance
A VA cash-out refinance replaces your current mortgage, VA or not, with a new VA loan. You can use it to turn some of your home equity into cash for things like home improvements, paying off higher-interest debt, or other goals. It's also a way to move a non-VA loan into a VA loan.

What is a Certificate of Eligibility?
It's the VA document that shows a lender you're eligible for the home loan benefit. We can usually request it for you, and you can also request it yourself on va.gov.
What is VA entitlement?
Entitlement is the portion of a loan the VA guarantees on your behalf. It's what allows lenders to offer the benefit's favorable terms. Your loan officer can look at how much entitlement you have available and what that means for the home you want.
Can I use my VA loan benefit more than once?
Yes. The benefit can be used again. Selling a home and paying off its VA loan generally restores your entitlement, and in some cases you can restore it once while keeping the home. You may even be able to have two VA loans at once.
Can a surviving spouse get a VA home loan?
Some surviving spouses are eligible. That includes spouses of service members who died in service or from a service-connected disability, among others. Eligibility depends on the specifics, so we'll help you confirm yours.
